On September 10, 2025, the Shenyang Huoshan AI Data Industry Ecological Base, the country’s first large model (L4 level) high-end data annotation project jointly built by Huanggu District, Volcano Engine, and Teamsun, officially opened. As one of the first cities in the country to build a data annotation base, Shenyang has added new momentum in the field of data annotation industry. Focus on industry and build core ecology

Shenyang Huoshan AI Data Industry Ecological Base takes high-end artificial intelligence data annotation as its core business, accurately cuts into the key links of the artificial intelligence industry chain, and is committed to filling the ecological gap of the regional high-end artificial intelligence data industry.

In recent years, Huanggu District has activated the value of data elements through the path of "leader driving, chain owner leading, platform empowerment, and industry-education integration". At present, it has formed a number of leading domestic intelligent technology companies as radiating drivers, attracting chain owner companies such as Renrui Group and dozens of upstream and downstream companies to gather together, forming a full-chain industrial system covering data collection, cleaning, annotation, and algorithm training.

Release scene and draw a development blueprint

At the ceremony, Huanggu District officially released data annotation industry scenarios. By continuously improving the ecological chain and building a solid data foundation, its development prospects are very promising. It is expected that in the next three years, the total output value will exceed 1 billion yuan, with more than 60 companies settled, including more than 10 above-standard enterprises, and 5,000 professional talents trained annually, fully supporting the construction of a national data annotation base in Shenyang.

At the event site, relevant leaders and business leaders jointly launched the Shenyang Huoshan AI Data Industry Ecological Base. Six high-quality companies from the field of data annotation signed on-site and settled in the base.
